Problem
Liquid and gas operators must identify if their existing HCAs need modifications on an annual basis. Sometimes the parameters of operating pressure and volume change or new structures are built near the pipeline. What is a simple method for calculating these properly?

Furthermore, the new regulations indicate the need to determine the Moderate Consequence Areas or MCAs. These are the areas outside of HCAs, on pipelines operating above 30% SMYS, and on pipelines capable of being inspected with in-line inspection tools.

Execution
Smaller size operators usually do not want to purchase the software or spend the resources necessary to maintain accurate files for calculating class location or determining spill plumes and HCA polygon overlays.
