The Problem
Client had a jurisdictional analysis completed on their system and it was determined their system needed an O&M Manual that would comply with 49 CFR 192 Department of Transportation (DOT) Pipeline and Hazardous Material Safety Administration (PHMSA) and the Texas Railroad Commission (TRRC) regulations.  The manual needed written procedures and forms that included, but was not limited to the following:Damage PreventionEstablishing MAOPInvesting and Analyzing Incidents and Failures External Corrosion Control Internal Corrosion Control Atmospheric Corrosion Control Pipeline MarkersLeak Survey, Grading and Repair ROW Patrol Once the manual was written and established the Client needed the actual field surveys completed such as ROW patrols, leak surveys, CP surveys, and atmospheric corrosion surveys. 
Approach & Solution
IEPC proposed to provide OQ’d resources to draft the O&M manual as well as complete the field surveys to comply with 49 CFR 192 DOT PHMSA & TRRC regulations. 

Execution
Integrity EPC has resources with extensive experience with DOT PHMSA and TRRC regulations.  IEPC was hired by the Client to write an O&M manual as well as complete the initial round of surveys.  IEPC resources developed procedures and forms that were then executed in the field by OQ’d resources for the following field tasks:
Leak Surveys 
CP Surveys
ROW Patrols
Rectifier Inspections 
Atmospheric Corrosion Surveys 

Results
The O&M Manual and field surveys were completed on time and within budget.  The Client had an audit right after the O&M Manual and field surveys were completed.  The audit results were very positive and met the requirements of the regulations. Client is very satisfied with Integrity EPC deliverables and continues to utilize our resources for their ongoing projects.
